The commotion among the job seekers has started with the BCS exam. Before the 41st BCS Preliminary Examination, the candidates have prepared by placing chairs and tables outside the Dhaka University Library. Students of Jahangirnagar University once broke down the gate of the library. Students line up in the morning to enter the library. They sit in the library all day and prepare for BCS. Seeing these scenes, one can understand how desperately the students prepare for BCS. They also have to prepare for other jobs. Students spend large sums of money on job preparation and application.
A few days ago, I saw a person graduating in computer science being greeted and greeted by his acquaintances through social media. Perhaps he has been promoted or posted somewhere better. He is in the administration cadre. A graduate in computer science can do a government job. It is his civil right. But studying in high technical and technological departments like computer science, pharmacy, chemical engineering, microbiology, biochemistry, engineering is a bit inappropriate to get a job in a non-technical cadre. Although the numbers are low; But it is not logical to move from technical subjects to non-technical cadre.
There is no fundamental difference between a bachelor of computer science or a bachelor of history in public administration jobs. Both have to work with public administration. An Upazila Nirbahi Officer has to take care of everything from child marriage prevention to land disputes. These are basically the daily secretarial activities of the state.
However, a computer science graduate was not prepared in the university for these daily tasks of the state. Public universities have to spend more money than general departments to train students in technical subjects. The purpose of universities is not just to create government employees; The main task of the university is to create skilled and talented researchers so that they can play an effective role in the spread of epistemology. A graduate in biochemistry entering the administration cadre cannot apply any of the acquired formal education.
It is very important to resolve this situation. We need to bring about a radical change in our education system and government jobs, especially in the civil service recruitment system. An institute or university may be set up for recruitment to other government posts including civil service. However, there is no need to set up new institutions. Bachelor’s degree can be awarded by converting Bangladesh Public Administration Training Center into a public administration institute.
Interested candidates will start higher education in public administration with admission test after HSC. The number of seats will be informed by notification every year. The number of seats in the public administration sector will be determined according to the potential demand for the next few years. Only four years bachelor’s degree in public administration will be awarded in that institution.
In the first four semesters, all the students will be taught general subjects of public administration. Students from the fifth semester will be divided into different cadres based on the results of the previous semester. If one wants to take a job in the police department, in the fifth, sixth and seventh semesters, one will take intensive lessons in related subjects including police science, criminology, psychology or if one prefers foreign cadre, one will study international politics, history, philosophy. In the last semester, he will work as an apprentice for six months in the organization of the concerned cadre.
Based on job evaluation and undergraduate results during the apprenticeship, the commission will directly recruit students in different cadres. Those who do not get a chance in any cadre will be considered for recruitment every time till the age limit of the job. They can also apply for other jobs.
Establishing such an institute will reduce the training cost for government officials. After entering the job, there is no need to give any new training. If the new method is introduced, a student will be trained in four years with hands-on education and training. As a result, at the end of their education, the students will enter the public administration as skilled workers.
The Institute of Public Administration needs to set up multiple campuses. At least four campuses can be set up in different cities for eight semesters in four years. Students will be assigned to each campus. After studying the first two semesters at an institute, students will move to another campus in the next two semesters. Thus two semesters will have the opportunity to study on one campus. This will reduce the chances of corruption between teachers and students. It will be easy to verify the actual merit in the test results. The chances of bias will be less. Teachers from government universities and former and current bureaucrats and military officers will teach in these institutes. However, some permanent teachers also need to be recruited.
