Yuriy Sobolevsky, deputy head of the regional council, said the casualties occurred after a missile hit a supermarket in Kherson’s Freedom Square.
“There were civilians, each with a separate life, going there to their own,” he said.
Kirylo Tymoshenko, an aide to Ukraine’s president, said the Kherson attack was carried out with a grade multiple rocket launcher.
Another aide, Mykhailo Podoliak, pointed to Moscow’s series of attacks on Ukraine’s power sector since October, leaving millions without electricity and water.
“Remind those who are proposing to take (Russia’s) peace initiatives into account – Russia is now ‘negotiating’ by killing Kherson residents, wiping out Bakhmut, destroying the Kiev/Odessa power grid, torturing civilians in Melitopol.
“Russia wants to continue killing with impunity. Shall we allow him?,” he wrote.
